Lawyers’ Environmental Action Team (LEAT), is a registered non-governmental organization based in Dar es Salaam, envisioning Africa with sustainable management of environment and natural resources. LEAT has signed an agreement with USAID-Tanzania to implement a five-year (2020 – 2025) “Usimamizi Endelevu wa Maliasili” Project in Sumbawanga and Nkasi districts, Rukwa region. The Project longs to conserve biodiversity and build the resilience of communities and ecosystems in the project districts. To achieve the Project’s objectives, LEAT is looking for a self-motivated person to execute the Monitoring Evaluation and Learning position.

Position description
Consequently, LEAT seeks to hire a Monitoring, Evaluation, & Learning (MEL) Officer for the USAID-funded “Resilient Natural Resources Governance (RNRG) / Usimamizi Endelevu wa Maliasili” Activity. Reporting to the Executive Director and the Chief of Party, the MEL Officer will undertake the implementation of monitoring, evaluation and learning plans for the project and for the subsequent activities carried out by the Project’s sub-awardee. The MEL Officer will lead the development and implementation of the Project learning agenda; collection and exchange of project lessons; and offer technical support to project staff thus ensuring continuous integration of MEL into the project and contribute to LEAT’s learning strategy.


  • Participate in all planning, data collection, monitoring, evaluation, reporting, dissemination, technical assistance, and knowledge management activities;
  • Work closely with project leadership, contributing design and execution of data collection, verification, and analytical steps in MEL activities;
  • Support evaluation technical assistance, training, and other skills or knowledge transfer to staff and partners on design, methodology, execution, and reporting and other dissemination of results;
  • Support and monitor LEAT and sub-awardee in the implementation of their MEL plans;
  • Utilize and promote the use of the M&E data by others and to make recommendations for improvement of project’s components during project implementation;
  • Work closely with the project team and sub awardee staff to develop high quality project monitoring systems and tools and compliance with the USAID and LEAT’s MEL
  • Ensure that learning from the project is captured and used;
  • Prepare all project MEL reports and submit to the Chief of Party;
  • Contribute to technical and programmatic program reports, with relevant staff inputs, on regular and ad hoc basis as required;
  • Ensure compliance with Project standards; and
  • Provide guidance and support to sub-awardee to develop annual program monitoring plans data quality assessments, and clarify roles and expectations for MEL;



  • A degree in natural resources management and governance, statistics, performance management, demography, monitoring and evaluation or social sciences; a masters degree in the area will be an added advantage;
  • At least 5 years of demonstrated experience in monitoring, evaluation and learning, preferably on USAID-funded programs;
  • Strong familiarity with USAID’s Collaborating, Learning and Adapting (CLA) approach;
  • Experience in developing and implementing a learning agenda;
  • Experience in collecting and analyzing quantitative and qualitative data;
  • Experience is using statistical packages including Statistical Package for Social Sciences (SPSS) and Software for Statistics and Data Science (STATA);
  • Experience working and collaborating with multiple stakeholders;
  • Excellent inter-personal, inter-cultural, and teamwork skills;
  • Sound judgment and strong initiative, as needed to work independently and build new capacity within LEAT and sub-recipient organization;
  • Commitment to inclusive programming that encourages full participation of individuals regardless of ethnicity, religion, gender, disability status, gender identity or other marginalized status; and Excellent written and verbal English and Kiswahili skills;
