Dear Mr. Nshala,

We wish to acknowledge receipt of your letter addressed to David Herscovitch of 14 November providing the details of your analysis of certain events at the Bulyanhulu Gold Mine in Kahama, Tanzania. We had an opportunity to meet with Tundu Lissu of LEAT on 28 September, and he also raised with us several of the issues referred to in your correspondence.

We recognize the tremendous effort that has gone into the preparation of this detailed account. However, in this case, our primary relationship is with our customer, Barrick Gold. For reasons of commercial confidentiality, we are not in a position to respond in detail. This includes sharing with third parties any action we might take as a consequence of new information provided.

Your letter indicates an interest in an international commission of enquiry into the events of August 1996. In this regard, it is not the role of EDC to constitute such a commission.

Allow me to take this opportunity to thank you for taking the time to correspond with us and sharing your analysis of these events.

Yours sincerely,

Yolanda Banks
